Made as part of the British Film Institute's Video Art Bursary scheme. Garden City is a video poem drawing on documentary, psychogeography and landscape art. It focuses on the suburban town Welwyn Garden City in the commuter belt of London and an anarchist musician; Mark Astronaut, who has lived there for most of his life. The leafy idealism of Ebenezer Howard's Garden City concept led directly to the practice of town planning as championed by Lewis Mumford and Colin Ward amongst others. Mark reflects on some of the problems with this utopia turned suburbia as his music reverberates through the landscape.

A landscape film on regeneration in South London. A series of visual impressions of the urban landscape. "What meaning does your construction have?" he asks. "What is the aim of a city under construction unless it is a city? Where is the plan you are following, the blueprint?" "We will show it to you as soon as the working day is over; we cannot interrupt our work now," they answer. Work stops at sunset. Darkness falls over the building site. The sky is filled with stars.
